This study explores how multiple accountabilities impact the decision-making behavior of civil servants, focusing on the conflict of demands between or within accountability forums. Using a vignette experiment with 270 Dutch regulators, the research tests hypotheses on two behavioral strategies—high-effort and low-effort—for managing accountability pressures. Findings reveal that while both the number of forums and conflicting demands influence regulators' behavior, the conflict of demands has a more significant effect, leading to increased help-seeking and procrastination.
