Multi-stakeholder forums (MSFs) are promoted as transformative solutions for equitable environmental decision-making. This paper examines the plans and expectations of organizers for 13 subnational MSFs in Brazil, Ethiopia, Indonesia, and Peru, revealing that while organizers recognized power inequalities as obstacles, they generally did not implement specific measures to address these inequalities or strategies to engage with unsustainable local development and political priorities.
