This article examines the emotional dimension of public participation, contrasting the traditional view of deliberative forums as spaces for reasoned argument and good policy making with the role of values and emotions in social movements. It addresses the increasing involvement of social movement activists in officially sponsored participatory initiatives and the significance of the emotional experiences that service users and citizens bring to policy discussions. Drawing on a feminist ethic of care, the article proposes criteria for evaluating the capacity of deliberative practices to integrate emotional morality and achieve goals related to well-being, welfare, and social justice.
