This article presents a comparative analysis of citizen comments on the Electronic Participatory Budgeting (e-PB) forums in Belo Horizonte, Brazil, for the years 2008 and 2011. The study investigates changes in citizen sentiments towards the e-PB initiative, the use of narratives, and perceptions of political effectiveness and representation. Analysis of 2,370 messages reveals a shift from positive evaluations in 2008 to negative sentiments in 2011, indicating a decline in trust. The 2011 comments reflect frustration with the lack of options, unmet promises, and insufficient responses from the city hall. The findings underscore the importance of addressing citizen perceptions and maintaining engagement and trust through effective government interaction and feedback.
