This article explores empowerment through policy at three levels: governmental, service, and ‘street’. It particularly focuses on ‘street level’ policy by examining a day center for adults with learning difficulties through qualitative interviews and documentation analysis. The study highlights how the behaviors of workers and the organizational structure impact service users' experiences of power. It introduces the concept of the organization’s ‘service forum,’ encompassing its formal values and beliefs ('posture') and its everyday operational culture. The article also discusses the implications of this approach for analyzing future services for individuals with learning difficulties.
