This article explores the goals and practices of Regional Climate Outlook Forums (RCOFs) over the past 20 years, focusing on user engagement. By analyzing literature, documents, interviews, and participant observations, the study finds significant regional variation in how user engagement is approached within RCOFs. This variation is influenced by regional priorities, the role of RCOFs in the climate services delivery chain, and differing views on user involvement. The research highlights the need for greater reflexivity in framing RCOF goals and improving how user involvement and the value of RCOFs are conceptualized and communicated.
