This abstract explores a new form of voluntarism called employer-led voluntarism, exemplified by Employer Forums in the UK. These forums engage in private voluntary regulation to enhance labour and social standards within member firms by introducing codes of conduct and implementing norms via assessments, benchmarking, and certification. The article contrasts this new approach with traditional voluntarism, where unions and employer associations jointly regulate through collective bargaining. Despite differences in scope, scale, and impact, both forms involve the regulation of Employment Relations by non-state actors. The study suggests that voluntarism is not declining but evolving through new employer-led initiatives.
