This study proposes a process-oriented evaluation framework to systematically assess Regional Climate Outlook Forums (RCOFs), which provide seasonal climate information to decision-makers. The framework, derived from decision support and climate communication literature, is applied to the Caribbean RCOF (CariCOF) case study. The evaluation highlights improvements in climate products and user feedback awareness, but also identifies shortcomings such as limited stakeholder participation, inadequate tailoring of information, and insufficient experimentation with communication methods. The framework aims to enhance climate services by addressing these issues and adapting to evolving needs.
