This study marks the 21st anniversary of the UNFCCC and assesses perceptions of necessary forums for effective climate change action. Survey data from two recent UNFCCC COPs indicates a preference for state-led, multilateral forums, but significant regional differences exist among respondents. No clear alternative to the UNFCCC is identified, underscoring the challenges of coordinating global climate policy in a fragmented governance environment.
