Interactive Voice Response (IVR) systems are crucial for information dissemination in developing regions, but setting up and scaling voice forums can be challenging due to moderation and cost issues. This paper presents IVR Junction, an open-source system that simplifies the creation of scalable voice forums by using cloud-based services for content hosting and moderation and introducing a mechanism for synchronizing content across offices to reduce costs.
