This paper discusses the development of online collaborative learning environments for K-12 students and teachers through an instructional systems design (ISD)-based framework. It reviews theories from constructivist and ISD perspectives, advocating for a model that integrates both to create sustained learning communities and active networks. The paper outlines the stages involved in developing these learning communities, including management, front-end analysis, design, development, implementation, evaluation, and dissemination, and discusses the key activities and evaluation issues associated with each stage.
