This study explores engagement strategies and value delivery in online communities (OCs) with diverse and less voluntary membership, focusing on two OCs related to government employment services. Through a longitudinal case study, it highlights the importance of governance in fostering stakeholders' engagement and the governance of IT systems. The analysis demonstrates that these OCs achieved value for multiple stakeholders, including government, service providers, jobseekers, and employers, through governance mechanisms that encouraged competition and flexibility, resulting in competitive advantage and information asymmetry.
